SHANGHAI GENERAL CHAMBER OF COMMERCE, SHANGHAI, 5th October, 1876.

Hongkong General Chamber of Commerce.

SIR, The Committee of this Chamber was instructed by a Resolution of the last General Meeting, held on 17th March, to frame a Memorial to the Ministers of Treaty Powers advocating the establishment of a Government Mint and a fixed standard of value.

The Chamber has obtained from various quarters certain particulars relating to the construction and management of a Mint, but, before deciding upon the details of the recommendations which the Memorial will contain, the Committee will be glad to be favoured with the views of the Merchants and Bankers of Hongkong as to the description of coin most suitable for a standard of value, and also as to the subsidiary coins most requisite, together with their opinions whether the proposed currency should be for the whole country or restricted to the places open to foreign trade, and upon any other points connected with the subject to which they may desire to direct attention.

In reply, I am instructed to inform you, that at a General Meeting of the Chamber, which other residents in the Colony were also invited to attend, held on the 2nd instant, a resolution was carried with only two dissentients, that, "Under present circumstances this Chamber does not consider that it is advisable that any recommendation should issue from them regarding a Mint to be established by or under the authority of the Chinese Government, for the issue of coins legally current in the Treaty Ports of China."

I am further directed to enclose, for the information of your Chamber, a duplicate copy of the short-hand Report of the proceedings at the Meeting as approved by this Committee.

HONGKONG, 28th February, 1876.

Sir, I am directed by His Excellency the Governor to forward you a copy of a letter from the Acting Registrar General covering a copy of a petition, which has been placed in his hands, and which purports to have been presented by the merchants at Macao to the Governor of that settlement.

His Excellency will be glad to have an expression of opinion from the Chamber of Commerce on the suggestions, which it is stated it is the intention of the Chinese merchants of this Colony to submit to the Governor.
